Susan E. O’Rourke, P.E.
President/Traffic Engineer
Ms. O’Rourke began her career in 1985 as a traffic engineer in West Palm Beach, Florida. Her unique mix of public sector policy development and private sector implementation have provided the insight to bring complex projects through the approval process. A graduate of Vanderbilt University, Ms. O’Rourke has managed projects in all areas to include large scale traffic studies, policy development, parking studies, transit analysis, mobility analysis and transportation design. Ms. O’Rourke enjoys the challenge of running a small firm with complex projects.

Merissa Mofield
Office Manager/Project Coordination
Ms. Mofield is the office manager for our Stuart Office. She is responsible for the overall operation of the office including administrative responsibilities and production support to our staff. Ms. Mofield ensures that staff has the resources they need to get the work done and that systems protocol are followed. In addition, Ms. Mofield provides project coordination on major projects.
James Kemp
Project Manager / Engineer- In- Training
Mr. Kemp is a project manager for transportation projects to include large scale and small-scale traffic studies, intersection operational analyses and transportation modeling. He is well versed in AutoCAD, Synchro, Sidra, HCS and other software utilized at the firm. Mr. Kemp is located in the Kissimmee office. Mr. Kemp graduated from Jackson State University with a bachelor’s degree in Civil Engineering. He has 5 years of experience starting with the firm in 2018.
Kyle Scherer
Transportation Analyst II
Mr. Scherer has been an analyst with the firm for two years. Mr. Scherer provides detailed analyses for parking, link analyses and intersection operational analyses. He also provides support on preliminary design, special events and neighborhood traffic design. He has command of excel, HCS, SYCHRO and other software employed by the firm. Mr. Scherer studies to date have been completed at University of Central Florida.
Erin McKindles
Transportation Analyst I
Ms. McKindles has joined the firm in our Stuart office as a Transportation Analyst. Ms. McKindles provides analytical support on Martin County transportation studies and parking analyses. She has completed over 20 studies since starting with the firm. Ms. McKindles is continuing her studies at Florida Atlantic University.
Taylor Isles
Transportation Analyst
Mr. Isles serves as a transportation analyst for the firm, as needed. He graduated from Seton Hall and is currently completing a master’s degree leading to a PhD program. He has been working with the firm since high school.
Talicia Vanhooser
AutoCAD Design Support
Ms. Vanhooser recently joined the firm after working a number of years as a contract employee. She provides AutoCAD design and drafting for signal design, conceptual design, and signing and striping. Ms. Vanhooser is also responsible for coordinating RFIs and Shop Drawings in the post design stage of a project.
Shea Stewart
Billing Clerk/Document Management
Ms. Stewart ensures the timely billing of all projects while also being responsible for document management. Ms. Stewart’s knowledge of computer software combined with strong administrative skills provide a good combination to meet the needs of the growing firm.
