Project: The Avenir Development
Client: Avenir Holdings, LLC
Location: Palm Beach Gardens, Palm Beach County, FL

O’Rourke Engineering and Planning was retained as a successor engineer to complete the traffic analyses to support the Comprehensive Land Use Plan Amendment through Palm Beach Gardens and the complex Transportation Performance Standards (TPS) analysis for the 4,700-acre mixed use project. The firm ultimately identified the improvements required of the project and calculated the proportionate share costs and timing. We are analyzing site plans as the project moves into construction.

Project: Pinecrest

Location: Ft. Pierce, St. Lucie County, FL

O’Rourke Engineering and Planning was hired to prepare a traffic analysis for a proposed ninety unit assisted living facility to be located south of Weatherbee Road, east of US 1 in Fort Pierce. The project site required an access via its northern boundary to connect with Weatherbee Road. The purpose of our report was to determine the project’s direct impact on the surrounding roadway system and its compliance with all concurrency requirements.

Project: ALTON FKA Scripps Florida Phase II/Briger Tract
Client: The Lester Family Investments (now Kolter Homes)
Location: Palm Beach County, FL

O’Rourke Engineering and Planning prepared the traffic analysis and proportionate share details for the transportation analysis to address concurrency, land use, and Question 21 for the Scripps/Briger DRI. This DRI consisted of a mix of over 2,700 residential units and 4,500,000 square feet of non-residential development uses to include the future site of Scripps Florida expansion. Four phases of development were analyzed. The firm coordinated methodology and mitigation with affected parties including; Palm Beach Gardens, Town of Jupiter, FDOT, Palm Beach County, TCRPC, and Florida’s Turnpike Enterprise. Detailed trip generation assignment, access analysis, and operational analysis were conducted for each phase. Roadway needs, concepts, and costs were developed for all improvements. Ultimately, a detailed proportionate share agreement was developed as mitigation.

This site is a multi-tenant development located east of US 1 and north of Wright Boulevard in Stuart, Florida. The total square footage is 35,450 square feet which includes: retail shops, restaurants, and medical offices. O’Rourke Engineering and Planning conducted a study to develop a methodology that enabled property owner to pre-certify his tenants and not require a public hearing to change tenant uses within the center.

Intelligent Transportation/Signal Design/Operation

Project: Santa Monica Freeway Smart Corridor

Location: San Diego County, CA

O’Rourke Engineering and Planning carried out the inventory of the existing signal equipment in the city of Santa Monica. Identifying master/controller type, special functions, detector locations and interconnect. The existing data was updated based on site reviews and discussions with city staff. The Econolite central equipment was also documented in terms of equipment and functionality.

Project: San Diego Intelligent Transportation Systems Strategic Plan
Client: City of San Diego
Location: San Diego County, CA

The purpose of this project was to develop a framework for deployment of ITS projects in the San Diego region that would alleviate or resolve high priority transportation problems and issues. The continuous involvement of transportation stakeholders in this region was critical to achieving the vision, goals and objectives of the San Diego ITS Strategic Plan.

Prepared the preliminary drawings to tie to signals together to allow two signals to be constructed versus a school taking access through the Development Driveway.

Proportionate Share

Project: SR-76 Improvement
Client: SR-76 Improvement Group LLC.
Location: Martin County, FL

O’Rourke Engineering and Planning was hired to conduct the traffic analysis and provide design improvements to SR-76 in Martin County. Plans for constructing improvements that would offset traffic impacts were developed for SR-76 from I-95 to Cove Road. This project represented one of the first uses of proportionate share for a non-DRI in Martin County.

Project: Heritage Pointe

Location: West Melbourne, Brevard County, FL

O’Rourke Engineering and Planning developed proportionate share components offset by impact fees, for the mixed use development. This development along Minton had numerous impacts based on the City’s code.

O’Rourke Engineering & Planning prepared the mobility study to evaluate existing conditions and recommended enhancements for travel modes to include vehicular, bicycle, pedestrian, rail and transit. Likewise, potential transportation improvements including: extended shuttles, new roads, and water taxi were identified.

This effort represented one of the first Corridor Master Plans. O’REP prepared the CIP sheets for each improvement to include: drawings, cost estimates and Funding. The firm also evaluated individual traffic issues such as intersection design and operations.

Location: St. Lucie County, FL

O’Rourke Engineering and Planning was retained to prepare an analysis of the impact associated with the land use of a 450-acre site located in Port Saint Lucie. The previous land use designation was single-family residential, with 1 dwelling unit per 5 acres yielding 90 single-family dwelling units. The purposed change was to allow up to 5 units per acre for a total of 500 dwelling units, as well as 350 acres of light industrial.

O’Rourke Engineering and Planning prepared a traffic analysis for the proposed Gagbee land use amendment plan for 20 acres of land with an existing future land use category of agriculture allowing 1 unit per ten acres. The proposed future land use would change the 20 acres into urban resident mixed use, allowing up to 18 units per acre and 2 acres of non-residential use with a maximum 1.00 floor area ratio.

Project: Fontana Auto Mall
Client: Miralies& Associates
Location: Los Angeles County, CA

The firm was employed to prepare traffic design plans for the Fontana Auto Mall located along Valley Boulevard. Our team worked diligently to create plans for traffic signal installation and modification at three separate locations. Traffic signing and striping plans were also prepared, which included the construction of raised medians. Plans contained existing striping to identify removal limits and locations where the new striping joined the old ones. Lane widths were also re-designed to provide better turning movements for large trucks.

Project: City Traffic Engineering Services
Client: City of San Marcos
Location: San Diego County, CA

O’Rourke Engineering & Planning provided its professional expertise to the city with a focus on traffic signal review and analysis. We conducted studies on sixteen intersections without traffic signals, with the intention of creating a priority list for the city. Each of the intersections were surveyed to gather data on accident rates, vehicular approach volumes, special conditions and site review. The study utilized a point system evaluation method developed by the City of San Marcos. A conditions diagram and the data analysis of each intersection was summarized in a report to the city.
